(A) This investment policy applies to all financial assets of the city.
(B) These assets are accounted for in the annual financial report and include short-term operating funds, funds held for long-term purposes and restricted assets.
(C) These include, but are not limited to, financial assets held by the General Fund, special revenue funds, capital project funds, debt service funds, enterprise funds, internal service funds and trust and agency funds unless specifically excluded by resolution of the City Council.
