Each person having a bill, claim or demand against the Town shall file with the Recorder an accurate account or statement thereof, fully setting forth each item and the authority therefor. The Recorder shall present each such account or statement to Council at its next meeting after such filing, at which time such account or statement shall be considered by Council and may be allowed in whole or in part, or wholly disallowed, and Council shall then direct the Treasurer accordingly.
