All dumpsters, except those contemplated by Section 955.031 shall be placed in an area where they cannot be seen from a public highway, street or walkway. Where such placement is not possible, the dumpster shall be screened from the view of a public highway, street or walkway. Any screening used shall not be unsightly, offensive or a nuisance to the surrounding property owners.
