Council, of its own volition or upon recommendation of the Town Manager or any other qualified person through the Town Manager, may promulgate and from time to time amend rules and regulations, not inconsistent with State law, the Codified Ordinances or other ordinance, for the implementation of the provisions of the Building and Housing Code and to carry out the intent and spirit thereof. Such rules and regulations may include, among other pertinent subjects not herein mentioned, the following:
(a) The issuance, suspension and revocation of building permits and certificates of occupancy.
(b) Inspection of work done, materials used, etc., pursuant to permit.
(c) Variations from and waivers of provisions of this Building and Housing Code in cases of undue hardship, when any such variation or waiver would not result in a departure from the intent and spirit of the Building and Housing Code or a fire hazard or hazard to the health, safety or well-being of the public or any segment of the public or any individual.
(d) Stop-work orders and other enforcement powers of the Building Official.
(e) Appeals to Council or one of its committees or to some other body from decisions, orders and actions of the Building Official.
