(a) The Town Manager shall be the general administrative officer of the Town, and except as may be provided otherwise by State law, the Codified Ordinances or other ordinance of Council, the administration of the Town’s business and financial affairs and the operation of the Town’s departments, offices and agencies shall be subject to his supervision and control. The Town Manager shall attend all meetings of Council, unless excused, and he shall from time to time recommend to Council such matters as he may deem desirable in the best interests of the Town.
(b) The Town Manager, subject to the direction of the Water and Sewer Sanitary Board, and the Huse Memorial Park Board within the limits of their respective jurisdictions and responsibilities as established by State law, the Codified Ordinances and other ordinances of Council, shall exercise general supervision over and be responsible for the operation and maintenance of the Town waterworks, sewer system and Huse Memorial Park.
(c) The Town Manager shall be charged with the responsibility of hiring, discharging and maintaining supervision over all employees of the Water and Sewer Board, the Huse Memorial Park Board, and all other Town employees, with the exception of policemen and firemen, and shall, with the advice and consent of Council, be charged with the responsibility of hiring, discharging and supervising all supervisory personnel of such Boards and of the Town, with the exception of policemen and firemen. Subject to the foregoing provisions of this subsection, the Town Manager may assign any Town officer or employee who is subject to his supervision and orders to perform services in any one or more departments, offices and agencies of the Town government as the need for such services may occur.
(d) The Town Manager may promulgate, and require compliance with, rules and regulations not inconsistent with State law, the Codified Ordinances, or other ordinance or resolution of Council for the efficient organization and operation of the Town government.
(e) The Town Manager shall prepare and submit to Council the proposed annual budget, and prepare and make recommendations, by a monthly budget report, to the Mayor and Council with respect to financial and fiscal policies.
(f) Except as may be provided otherwise by State law, the Codified Ordinances or other ordinance, the Town Manager shall make and execute all contracts, deeds and other instruments in writing on behalf of the Town, subject to such directives as may be given him by Council from time to time and entered in the journal of the Council.
