(a) The Town Manager shall be appointed by Council on the basis of his qualifications for and his demonstrated ability to perform the duties of such office and without regard to race, creed or political party affiliation, and he shall be appointed by an indefinite term of office, subject to removal as provided in this section.
(b) The Town Manager shall not be removed from office without good cause, and without being afforded a hearing before Council, if the person proposed to be removed shall, upon notice to him of the termination of his services, request such hearing. The hearing shall be open to the public, and he shall have the right to be represented by counsel and to have process for the attendance of witnesses and the production of books and papers on his behalf. However, this subsection shall not apply to any person until he has served in such office for a period of six months following his initial appointment.
