1515.14 EXPLOSIVES GENERALLY.
   (a)    No person shall manufacture explosives within the Town. The manufacture of explosives within the Town is hereby declared to be a public nuisance.
   (b)    No person shall have, keep or store within the Town explosives in excess of one case of dynamite and one box of caps, and other explosives in excess of five pounds.
   (c)    No person shall use any explosives within the Town without a permit from the Mayor for the use thereof, except that explosives may be used in the usual course of business within any coal mine in operation within the Town; provided, that such explosives are used in accordance with the laws and regulations of the State.
   (d)    No quantity of liquid nitroglycerine, except in the form of official United States solutions, shall be kept, stored, sold, transported or used within the Town, without a special permit therefor issued by Council.
   (e)    No person shall keep or store in any place within the Town any explosives in excess of the amounts hereinbefore provided, unless such explosives shall be kept and stored in a magazine, the location, character and kind of which shall be first approved by Council by its order entered of record, upon the application of the person so desiring to keep or store explosives in a magazine within the Town. Such permit shall be issued and delivered to such applicant, provided that he has shown to the satisfaction of Council that the keeping and storing of explosives will not unreasonably endanger the public health and safety; and such permit shall be revocable at any time by Council for good cause shown in the violation thereof or by reason of other structures or buildings rendering the location of such magazine of danger to the public health and safety.
   (f)   Magazines for the storage of explosives shall be located at safe distances from other structures, streets, railroads, public places and places used or frequented by the public; and conformity with the "American Table of Distances" with reference to the location of magazines or the storing of explosives with reference to inhabited buildings and public roads and railways, shall be prima facie evidence of compliance with this subsection.
   (g)    All dynamite caps shall be kept separate and apart from the dynamite, and when offered or exposed for sale, shall be at least fifteen to twenty feet distant from the dynamite, and the caps shall be kept at all times in a metal container or other safe and secure place.
