No person shall keep or permit to be kept, or store or permit to accumulate within or upon any building or premises in the Town any combustible or flammable material, composition, construction or condition so as to unlawfully or unnecessarily increase the fire risk and hazard within the Town, and any person so offending shall, upon notice by the Fire Inspector, member of the Police Department or Fire Department, forthwith remove or cause to be moved such material, accumulation, condition or construction, and if he fails or refuses to obey such command or direction, it shall be done by the Town, and the expense thereof charged to and collected from the owner, and he shall in addition thereto, upon conviction thereof, be subject to such fine or imprisonment, or both, as may be adjudged by the court for each such offense.
