(a) The Fire Chief is hereby constituted and appointed Fire Inspector of the Town, and it shall be his duty at least once in the fall of each year, and at such other times as Council may direct, to make an inspection of all buildings and premises situated within the Town to determine the existence of fire hazards, the storage and exposure of combustible or flammable matter, the accumulation of refuse, or any other matter affecting the fire risk or hazard in the Town, and to make a full and complete report of his findings on such inspection at the next regular meeting of Council.
(b) The Fire Inspector shall have authority to enter upon the premises or into the building of any person within the Town for the purpose of making necessary inspections and investigations, and all lawful commands and regulations of the Fire Inspector and Council made and entered in pursuance of his reports shall be followed and obeyed, and any failure or refusal to follow or obey the same shall be unlawful and an offense.
