111.01 MEETINGS.
   (a)   Regular meetings of Council shall be held on the first and third Thursday of each month, at Town Hall, 125 North Court Street, in the Town of Fayetteville, beginning at 6:00 p.m. or as soon thereafter as possible; provided, that when the meeting date falls upon a holiday, Council may set a different date for such meeting.

   (b)   Special meetings of Council may be called by the Mayor or by any two Councilmen by written notice served upon those not joining in the call, and upon the Recorder, at least twenty- four hours prior to the time specified in the call for such meeting, but the presence at any meeting by any person not served shall constitute a waiver of such notice, and such notice may also be waived by any person not joining in the call, and by the Recorder, by written waiver, signed by him and spread upon the minutes of such meeting. No business shall be transacted at any special meeting of Council other than that specified in the call, except by unanimous consent of those present who are entitled to vote at such meeting.
   (c)   All meetings of Council shall be open to orderly members of the public; provided, that Council, while sitting as a committee of the whole, may go into executive session at which members of the public may be excluded; and provided further, that no ordinance or resolution shall be adopted, or other final vote or action taken, during any such executive session.

   (d)   (1)   In the event there is insufficient room to accommodate the public for any public meeting or hearing additional attendance may be accomplished by telephonic, video conference, or other electronic/digital means of communication available.
      (2)   In the event that it is not possible for Council to convene at Town Hall due to State of Emergency having been declared by the appropriate authorities, Council may meet by telephonic, video conference, or other electronic/digital means of communication available.
      (3)   When attendance will be accomplished by telephonic, video conference, or other electronic/digital means of communication notice of the means of communication being used and the manner in which the public may connect to that communication shall be given in the same manner as required for notice of the meeting.
