Any person driving a vehicle from an unpaved place to, across or upon any paved sidewalk, street or other public place shall take such measures as may be necessary to prevent mud, clay or other soil which has adhered to such vehicle from being deposited upon any such pavement; and in the event that such vehicle shall, nevertheless, cause any deposit of mud, clay or other soil upon any such pavement such driver shall collect and remove such mud, clay or other soil from such pavement without delay.
