(a) Owners, occupants and persons in charge of public and private property within the Town shall provide separate receptacles for the storage of garbage and trash pending collection, and such receptacles shall be of approved materials, size, weight and construction and shall be maintained in such condition as to be sanitary and unoffensive to persons in the vicinity thereof.
(b) Garbage and trash shall be drained of liquids and, insofar as practicable, moisture, prior to being placed in storage receptacles.
(c) Small branches of trees, foliage and other bulky trash may be tied into bundles not exceeding five feet in length or thirty pounds in weight, and need not be placed in receptacles.
