No person shall dig up, excavate, tunnel, undermine or in any manner break up any street, sidewalk or public place for any purpose, or place, deposit or leave upon any street, sidewalk or public place any earth or other excavated material obstructing or tending to interfere with the free use of the street, sidewalk or public place unless such person shall first have obtained an excavation permit therefor from the Town Manager as provided in this article.
