All persons operating public utilities in the Town under franchises granted by the Town and having the right, either by general or special permission, to enter upon streets and open and excavate pavements or sidewalks or disturb the surface thereof by excavation or other work shall not be required to apply for a permit, but shall be required to perform the work and bring it to completion as promptly as practicable, and to that end shall employ an adequate standing force. Any person operating any such public utility shall, however, comply with other requirements of this article, including the surety bond requirements.
