No license issued under the provisions of this article shall be transferred to another person, nor shall the location of the premises to which the license relates be changed without the written consent of the licensing officer, which consent shall be issued, upon presentation by the person seeking such privilege, of the written consent of the State Nonintoxicating Beer Commissioner, as required under the provisions of West Virginia Code 11-16-7.
