The annual license to engage in the business of billboard and outdoor advertising in the Town shall be fifty dollars ($50.00); and no person shall construct, erect, operate, use, maintain, lease or sell any outdoor billboard, advertising sign, display or device in this Town without first obtaining such a license from the Recorder.
