Upon proper application being made, the Recorder shall register such applicant in a book or file kept by him for such purpose, and deliver to such solicitor a registration card, which registration card shall be by the solicitor kept on his person at all times while engaged in seeking orders, and which registration card shall be exhibited to any police officer or prospective purchaser upon request.
