Any person desiring to engage in house-to-house canvassing as a solicitor of orders, at retail or wholesale, for goods, wares, merchandise or services for future delivery or performance, or as a solicitor, at retail, of orders for, or subscriptions to, magazines, periodicals or newspapers for future delivery, shall apply to the Recorder for registration, and be registered as a solicitor before engaging in any such canvass; provided, that no such registration shall be required in the case of a person soliciting orders for, or subscriptions to, any newspaper, periodical, or magazines published in this Town.
