No person or dealer licensed under this article shall sell, loan or furnish any of the dangerous or deadly weapons mentioned and described in this article to any person under the influence of alcohol, or any narcotic drug, stimulant or depressant, or to any person in a condition of agitation or excitability, or to a minor under the age of eighteen years or to an unnaturalized person.
