In the exercise of the general powers of the Town of Fayetteville, there is hereby created that neither the owner of a dog or cat or any person having charge of a dog or cat, whether such dog or cat is on a leash or not, shall allow any such dog or cat in their charge to deposit animal excrement or other animal waste upon public or private property or to damage any public or private property otherwise.
