(a) The Commission shall elect from its membership a vice-chairman, secretary, and treasurer and such other officers as it determines to be necessary for the performance of its duties.
(b) The Commission shall hold such meetings and adopt such rules as shall be necessary for the transaction of its business.
(c) All officers named above are residents of the Town of Fayetteville.
(d) The Commission shall not incur any indebtedness or acquire any property, real or personal, without the prior written consent of Council.
(e) No indebtedness of any nature of the Commission shall constitute an indebtedness of the Town, the County, or any agency thereof, except the Commission. No indebtedness or obligations incurred by the Commission shall have any right against any member of Council or any member of the Commission.
