145.07 PERSONNEL REGULATIONS.
   (a)   The Town Manager may of his own volition, and shall, upon directive of Council, prepare and from time to time amend personnel regulations, not inconsistent with State law, the Codified Ordinances or other ordinance, prescribing the conditions of service or employment and the official conduct of all Town officers and employees other than elective officers. In the preparation of such regulations or amendments thereto the Town Manager shall confer with the Mayor and with the chairmen of boards and commissions having authority over Town personnel, and he shall then present such regulations or amendments to Council.
   (b)   Council shall take such action as it may consider appropriate in the best interests of the Town and the personnel regulated by any such regulation or amendments so presented to Council; but no such regulations or amendments shall take effect until approved by resolution of Council or by order of Council duly entered in its journal, nor until a true copy of such regulations or amendments thereof has been placed on file in the office of the Recorder.
   (c)   The regulations contemplated by this section may include, but shall not be limited to, subjects such as:
      (1)   Vacation leave, sick leave and military service leave;
      (2)   Working hours and overtime pay;
      (3)   Disciplinary procedures;
      (4)   Acceptance of gifts or favors for official duty performed or service rendered in line of duty;
      (5)   Political activities inconsistent with the Town office or position held; and
      (6)   So called “fringe benefits” such as, for example, group health, hospital or medical insurance which may at any time be provided by action of Council.

   (d)   Council has adopted the Safety Policy Accident Prevention Manual, attached to an ordinance passed May 4, 2006, which shall provide for the personal safety of all employees in the Town of Fayetteville, West Virginia. A copy is on file in the Town offices.

   (e)   Council has adopted an Employee Personnel Policy Handbook attached to Ordinance 2012-5, which shall provide for the personal safety of all employees of the Town of Fayetteville, West Virginia. A copy is on file in the Town offices.
