Should any questions or dispute arise as between the members of the Commission or as between the Commission and the trustees as to any matter involved herein, the same shall be referred to and settled by Council, after full hearing at a meeting of such Council, and the decision of Council shall be final and binding and shall be made a part of a minutes of such Council meeting.
