In carrying out the purposes of this article, the Board of Park and Recreation Commissioners is hereby empowered and authorized to receive and disburse for such purposes, any money appropriated to it by Council, together with any other funds which may come into its hands by gift, grant, donation, bequest, devise or from its own operation or otherwise. However, the Board shall not obligate or expend an amount greater than the sum of one thousand dollars ($1,000) without prior approval of Council.
