(a) There is excluded from the provisions of this Article metal detectors or similar equipment or devices used for the purpose of locating underground utilities.
(b) In the event of special circumstances the use of a metal detector or similar equipment or device may be permitted with permission of Council, or by permission of the Mayor and Town Manager; the Mayor or Town Manager, and a member of Council.
