(a) Before any property, real or personal, of the Town is offered for sale the Town Council shall make a determination that the property is no longer needed for Town purposes and/or that the value of the property to the Town is less than the cost to maintain the property.
(b) Before any sale of property is final, Council at a regular or special meeting must approve the sales price for the property, regardless of the manner in which it is sold. In the case of sealed bids, Council may make that decision at the time the bids are opened or at a subsequent regular or special meeting thereof.
