If any member of the Fire Department fails or refuses, without just or sufficient cause, to answer or obey any summons or lawful order of the Fire Chief, or shall fail or refuse to obey any summons or lawful order of the assistant Fire Chief, or fails or refuses to submit to or be governed by the provisions of this article and the rules and regulations of the Fire Department, he may be dismissed from the Fire Department by the Fire Chief.
