(a) The Fayetteville Stormwater Utility or a party authorized by the Fayetteville Stormwater Utility will furnish and install Stormwater System taps of the size and at the location requested in writing by an applicant upon a form to be provided by the Fayetteville Stormwater Utility. The applicant shall pay the full and actual cost of the tap installation.
(b) The Fayetteville Stormwater Utility may deny a tap application when the requested tap is proposed to an inadequate public facility. A public facility shall be considered inadequate when, under expected wet weather conditions, that facility is calculated to be unable to effectively convey stormwater in a manner, and to a location, deemed appropriate by the Fayetteville Stormwater Utility.
