933.02 WATER QUALITY BOARD MEMBERS.
   (a)   The Water Quality Board shall consist of three members, one of which will be the Mayor of the Town of Fayetteville, one of which will be a councilperson nominated by the Mayor and appointed by the Fayetteville Town Council and one of which shall be a citizen of the Town of Fayetteville nominated by the Mayor and appointed by Council. The citizen of the Town of Fayetteville shall serve for a term of two (2) years beginning on the first (1st) day of the month following his/her appointment and shall serve no more than a total of six (6) consecutive years.
 
   (b)   The Board shall have full and complete supervision, management and control of the stormwater collection, conveyance, storage, treatment, and disposal system, hereinafter the Stormwater System. The Board shall have control of the maintenance, operation, improvements and extensions of the Stormwater System. All disbursements and accounts of the Stormwater Utility shall be ordered paid out only upon approval of the Fayetteville Water Quality Board from a separate account maintained for the Stormwater Utility. The Board shall have the power and authority to make all contracts and agreements, and to take any and all other actions necessary or proper for the full and complete supervision, management and control of the system.
 
   (c)   All assets and liabilities of the Stormwater Utility, including accounts receivable and accounts payable, shall be under the management and control of the Board.
