135.01 COMPOSITION; MISSION STATEMENT.
   The Police Department shall consist of such personnel, having such ranks, as may from time to time be provided by Council.

   (a)   In partnership with all segments of the Fayetteville community, the Fayetteville Police Department will provide for the general protection, safety and well being of the residents, businesses and visitors of the Town. This will be accomplished through a proactive approach in the prevention, deterrence, detection and investigation of criminal activity. The Police Department will seek to contribute to the highest quality of life for the Town of Fayetteville through the assistance, cooperation, involvement and interaction of the citizenry. All activities of the Police Department will be conducted in accordance with the laws of the Town of Fayetteville, State of West Virginia and the United States of America.
   (b)   (1)   Police canine teams are maintained by the Department as a valuable law enforcement tool for use in criminal apprehension, evidence detection, crowd control, and public relations activities. These teams assist the Department in serving the citizens, businesses and visitors of our Town. With this goal in mind, we strive to implement the most efficient and effective methods and tools available to us.
      (2)   Use of a Department canine for specific law enforcement objective including, but not limited to:
         A.   Building searches,
         B.   Tracking,
         C.   Crime scene or area searches for items of evidence,
         D.   Narcotic searches,
         E.   Criminal apprehension (on or off leash),
         F.   Protection of the handler, other officers or the canine,
         G.   Crowd control during civil disorders,
         H.   Contraband detection,
         I.   Educational or demonstration purposes.
