(a) Nothing herein shall prohibit the use of sparkling devices, novelties, toy caps, or model rockets.
(b) The Fayetteville Fire Department may ignite, discharge, detonate, or otherwise use fireworks consistent with the State safety requirements for training purposes on dates other than those specified.
(c) When permission is granted after a written request has been made for the ignition, discharge, detonation or otherwise use of fireworks to the Chief or Police for the use of fireworks for a special event or occasion on days not regularly permitted, and the Chief of Police shall have reasonable discretion, on a case by case basis and after consultation with the Chief of the Fire Department, to approve such a request and provide the person making that request with a Permit for the Ignition, Discharge, Detonation or Otherwise Use of Fireworks.
(d) The provisions of this Article shall not prohibit the use of display of fireworks within the Town at any day or time so long as the use is sponsored or approved by the Town.
