(a) The Parking Authority Board shall consist of five (5) members: The Town Manager, the Chief of Police, a member of Town Council, appointed by the Mayor and approved by Council, a resident of the Town of Fayetteville, who shall be appointed for a term of four (4) years, and a member of the business community who is a resident of the Town of Fayetteville and who is an owner of a business located within the Town of Fayetteville, or who is in a management position of a business located within the Town of Fayetteville, who shall serve a term of four (4) years.
(b) The member of Council may not serve more than his or her term of office and the resident and business person may not serve for more than two consecutive terms.
(c) The Board shall meet annually on a date to be selected by them to review the existing parking restrictions and prohibited parking areas and on any other occasion as is necessary to form the function for which it has been created.
