It is the purpose and object of this chapter that Farr West City establishes reasonable and uniform regulations governing the time, place, and manner of operation of sexually oriented businesses and their employees in Farr West City. This chapter shall be construed to protect the governmental interests recognized by this chapter in a manner consistent with constitutional protections provided by the United States and Utah constitutions.
