The underlying purposes of this policy are:
A. To ensure transparency in the public procurement process;
B. To ensure fair and equitable treatment of all persons who participate in the Farr West City procurement process;
C. To provide for the greatest possible economy in City procurement activities;
D. To foster effective broad based competition within the free enterprise system to ensure that the City will receive the best possible service or product at the lowest possible price;
E. To conform to Utah Code Annotated, title 10, chapter 7, part 6, miscellaneous powers of cities and towns, contracts for public improvements; and
F. To conform to Utah Code Annotated, title 72, chapter 6, part 1, the Construction, Maintenance and Operations Act (for Class B and C roads). (Ord. 18-06)
