The governing body shall also serve as a hearing board as needed for arbitration of differences between the city and sewer users on matters concerning interpretation and execution of the provisions of this chapter. The board shall conduct a hearing if requested by the mayor or by the alleged violator. As the board deems necessary, a qualified attorney may be consulted by the board to a specific case.
