The purpose of this chapter is to provide for the authorization and approval of temporary Special Events within the city which will enhance the quality of life for city residents. It is also the city's intent to promote, protect and assure the safety, public health and convenience of residents and visitors by regulating large gatherings sufficient to address potential problems which may occur as a result of the Special Event. It is intended that Special Events do not create disturbances, become a nuisance, threaten life, health, and property, disrupt traffic, or threaten or damage public or private property. It is not the intent of this chapter to regulate in any manner the content of speech or infringe upon the right to assemble, except for time, place and manner regulations. (Ord. 2022-10)
