In order to protect life and property, the Farr West City Council is authorized to carry out in its jurisdiction any measures as may be ordered by the Governor under the Utah State Emergency Management Statutes and any additional measures the City Council may deem necessary, subject to the limitations and provisions of the Emergency Management Statutes; provided, that no such action shall be inconsistent with any order, rule, regulation or action of the Governor or State or Federal law.
