8.04.120: CITY TO REMOVE OBJECTIONABLE GARBAGE AT OWNER'S EXPENSE:
All persons, firms or corporations having accumulation of "garbage" and similar wastes as defined in this chapter are charged with the obligation of placing the same in proper containers and placing the same in proper locations for collection as is provided in this chapter and as may be determined by the city council; provided, however, that commercial or industrial establishment shall make suitable arrangements to have their accumulated garbage and similar wastes removed, at the owner's expense, at such intervals as shall be determined by the city council, but at least once a week; in the event this is not done, the city may, at its discretion, arrange for the removal of any accumulated garbage or similar wastes from the premises, and may charge the costs of such removal to the owner or occupant of the premises on which such accumulation is permitted, such charge to be a debt due to Farr West City, and the city may proceed to collect the same by legal action in any court of competent jurisdiction, if the same is not paid promptly on demand.
