It is unlawful for any person hauling garbage, rubbish, swill or matter of any kind to permit or allow any such matter to fall upon and remain in any street, alley or park within the corporate limits of the city of Farr West, or to deposit any such matter at any place except a dumping ground as authorized by Weber County or Farr West City.
