An owner or driver of a taxicab may establish the rate at which passengers may be charged. Rates are to be clearly displayed and charges are to be agreed upon prior to the transport of the customer. If the rates to be charged are to be computed by taximeters, it shall be the duty of every person owning or operating such taxicab to keep the taximeter in good and workable condition. (Ord. 15-08)
