It shall be the duty of the town, whenever any contagious disease which is dangerous to public health is reported to him or her or which comes to his or her knowledge, he or she shall placard the house where such disease exists with the name of the disease thereupon. Whenever there is diphtheria, scarlet fever or smallpox within the town or its vicinity, or in any adjacent town, it shall be the duty of the town to enforce a strict quarantine. He or she shall close all public meetings of whatever kind whenever he or she deems it in the interest of the public health so to do.
