Any person, persons, company, firm or corporation desiring to build and construct a sidewalk upon or along any street or alley or public place within the corporate limits of the town shall first apply to the Town Council, describing the place where said sidewalk is desired to be constructed and setting forth the kind of sidewalk desired to be constructed and the width of same. Before building or constructing such sidewalk, they must receive a permit so to do from the Town Council.
