In the building and construction of flat stone or sandstone sidewalks, the stakes shall be set by the engineer or by the Town Council, and the excavation shall be made as shown upon plans and to the depth of 16 inches below the top of the stakes. The subgrade shall be made perfectly smooth, to conform to the grade of the walk when finished, and shall be compacted by ramming so as to make the same solid. Upon the subgrade shall be placed a bed of clean, sharp gravel to the depth of eight inches, and the stone shall be placed upon such bed of gravel. The stone used in building sidewalks shall not be less than three inches in thickness.
