(A) Stakes, grade marks and slope. In the building and construction of cement sidewalks, the stakes will be set by the engineer or by someone authorized by the Town Council to define the line of one edge of the sidewalk, being the inner edge next to the property line, and the grade marks will indicate the top of the walk at said line; the transverse slope of the sidewalk will be one-fourth inch per foot and will be determined by level and grade board.
(B) Grading. The sidewalk shall be graded to the width as shown on plans in the office of the Town Clerk-Treasurer, or as may be ordered by the Town Council, for the entire length of the improvement, including all wings and crossings, as shown on plans or as ordered by said Town Council, and 14 inches below the finished surface of the work. The grading must be neatly and smoothly done, all large stones, boulders, roots, sods and rubbish of every description being removed from the grade, and the entire work must be made to conform fully to the profile and the grade of the sidewalk when finished. Soft, spongy or loamy places and spots in the subgrade must be taken out and refilled with good material by ramming.
(C) Tree removal, accommodation. Trees shall not be cut down, removed or otherwise disturbed except by order of the Town Council; roots of trees which are not removed but which are contiguous to the line and grade of the sidewalk or in any way interfere therewith must be trimmed and cut away as the Town Council shall direct, and where the Town Council directs, the sidewalks shall be fitted to the trees and roots covered with earthenware half-pipes, and trees removed must be grubbed for the entire width of the sidewalk and also all its roots that rise above the level of the subgrade. No extra compensation will be allowed for said work, and the contractor shall notify the Town Council when the excavation for the subgrade is complete, and said Council shall inspect the same before the gravel is placed therein.
(D) Foundation laying. After the Town Council has been notified of the completion of the subgrade and have inspected and accepted the same, upon the subgrade thus prepared, a foundation of sand and fine gravel or broken stone in such proportions as, when rammed, will form a solid and compact mass shall be spread to a uniform depth of ten inches, all to be rammed and tamped until it presents a hard, smooth surface. It shall be sprinkled with water as required, with enough remaining to render the surface as moist as the concrete at the time the latter is made.
(E) Framing, mixing and pouring.
(1) Wooden frames four inches in height will be placed in the manner necessary to outline both external edges of the sidewalk accurately, the top of the frame being located to coincide with the established grade of the sidewalk. Gauges must be used to render surface of the foundation layer and of concrete parallel to the top of the walk.
(2) Concrete will be made as follows: one measure of portland cement as hereafter specified for sidewalks, and two measures of clean, sharp sand or granite mixed together thoroughly while dry, and then made into mortar with the least possible amount of water; broken stone or gravel not over one inch in diameter, thoroughly cleaned from dirt and dust and drenched with water, but containing no loose water in the heap, will then be mixed immediately with the mortar in such quantities as will give a surplus of mortar when rammed. This proportion, when ascertained, will be regulated by measure. The Town Council may accept a clean, natural mixture of sand and gravel if it is uniform and contains no dirt, sticks or stones larger than above specified. The proportions will be one part of cement to five parts of the mixture.
(3) Each batch of the concrete will be thoroughly mixed, and the Town Council may prescribe the number of times it shall be turned over, wet and dry, to accomplish this result. In general, it shall be turned or cut four times dry and three times wet. It will then be spread to fill the frames even full and be at once compacted thoroughly by ramming until free mortar appears on the surface and until a one- inch gauge shall pass over the concrete, cutting it one inch below the top of the finished surface of the walk. It is the intention that the surface of the concrete, when finished and thoroughly rammed, shall be of at least one inch below the top of the frame. The whole operation of mixing and laying each batch of concrete will be performed as expeditiously as possible.
(F) Wearing surface application. After each batch of concrete is laid, as required, it shall be immediately covered with the wearing surface. Any portion of the foundation which has been left long enough to have any appearance of setting shall be taken up and relaid before the top is put on, and under no circumstances will concrete be allowed to remain overnight before the top is put on. The wearing surface on top shall be composed of one part of the same cement used in the concrete and one part of clean, sharp sand, thoroughly mixed dry and made into mortar with the least possible amount of water, just enough to bring it to a thin paste.
(G) Finishing. It shall be evenly and compactly spread to the finish surface of the walk and made smooth and even by troweling and floating. The top and concrete foundation shall be cut into blocks, to be approved by the Town Council as to their dimensions. The pavement shall be properly fitted around all fixtures in the sidewalk, the edges of the pavement to be leveled from the top surface to the bottom of the concrete with the material used on the top when finished. The work shall be kept covered from the sun for three days and kept moist by sprinkling at least twice per day for that time and until thoroughly set.
(H) Contractor duty to replace during guarantee period. If found not to comply with the specifications up to the time of the guarantee period, in any respect, they shall be taken out immediately and replaced by the contractor, or the party who builds and constructs the same, at his or her own expense. All disfigured walks shall be taken up and replaced at once by the contractor or party who constructs the same at his or her own expense.
(I) Contractor bond; material testing. The contractor shall give bond with good surety, to be approved by the Town Council, in the sum of $500, guaranteeing his or her work against all defects for the period of five years from the time of acceptance and completion of the same, and as a consideration of the same, shall be allowed to put down public walks and use such American portland cement, or any imported portland cement, as he or she may select, providing the same is approved by the Town Council, and on demand of said Council, he or she shall be required to furnish samples for tests, and should he or she insist on using a cement not approved, he or she shall furnish samples to be tested at his or her expense.
