It shall be and is hereby made the duty of the owners and occupants of lots, part lots and lands abutting upon any sidewalk within the corporate limits of the town to remove all snow, slush and other obstruction from the sidewalks in front of the abutting lots, part lots and lands upon said walks within the town, that said sidewalks may at all times be free of any and all obstruction whatever to foot passengers making use of said walks. Where alleys intersect the street and at all street crossings, the sidewalk is to be cleaned and kept free of any and all obstruction whatsoever at the expense of the town.
