It shall be unlawful for any abutting owners, or any other person or persons, to place or allow any goods, wares or merchandise, or any other obstruction of any kind, to be placed upon any of the sidewalks within the corporate limits of the town. Permission to place any goods, wares, merchandise or an obstruction of any kind on a sidewalk must be presented to the Town Board in writing for approval.
