Any person, partnership, association or corporation aggrieved by a decision of the regulating agency shall have the right of appeal as provided in I.C. 1971-22-11-21.5, as amended, provided that a 15-day written notice of his or her intention to do so is given to the Town Council by registered mail. The notice shall concisely state his or her grievance.
