§ 31.015 MEMBERSHIP; QUALIFICATIONS; TERMS OF SERVICE.
   (A)   There is hereby created a Town Police Reserves, the membership of which shall not consist of more than ten persons at any one time. All police reserves shall serve at the pleasure of the Town Marshal.
   (B)   Each police reserve shall be in adequate physical condition and shall be able to comply with the physical requirement standards set forth by this Department as well as the Police Academy standards. Each police reserve shall be of good character and not less than 21 years of age. Further, all police reserves shall satisfy all state requirements for service as a police reserve. All police reserves must be residents of the town.
   (C)   Appointments to the Police Reserves shall be made by the Town Marshal, by and with the approval, advice and consent of the Town Council. Appointment of each police reserve shall be recorded in the minutes of the Town Council. Each and every police reserve must be approved by the Town Council.
   (D)   Any police reserve may be discharged at any time with or without just cause, and without hearing, by the Town Marshal, with the approval, advice and consent of the Town Council. Written notice of discharge shall be provided to any discharged police reserve by the Town Marshal, by and with the advice and consent of the Town Council. Termination of the appointment of a police reserve, either by resignation or discharge or otherwise, shall be recorded in the minutes of the Town Council. The Town Marshal may suspend a police reserve from duties with or without cause, and without hearing, at any time.
   (E)   Regular members of the Town Police Department shall not be eligible for membership in the Police Reserves.
