SCHEDULE IV. FIFTEEN-MINUTE PARKING.
   (A)   In front of City Building.
      (1)   One parking space directly in front of the City Building, located 104 East Henry Street, Farmland, Indiana, shall be designated to be a 15-minute parking space between the hours of 8:00 a.m. to 5:00 p.m., Monday through Friday, so as to make it more convenient for the residents of the town to have access to the City Building.
      (2)   The town is hereby authorized to post a sign designating said parking space with a time limit of 15 minutes and is hereby authorized to enforce said parking time limit.
   (B)   In front of 141 East Henry Street.
      (1)   The town hereby designates that the two parking spaces in front of 141 East Henry Street, which are the first two parking spaces on the north side of Henry Street to the west of the first alley east of Main Street, shall be designated as a 15-minute parking zone on Saturdays from 8:00 a.m. to 5:00 p.m.
      (2)   The designated parking spaces shall be clearly marked with signs indicating that the spaces are in the 15-minute parking zone.
      (3)   No person shall park or leave standing any vehicle in the above-designated 15-minute parking zone on Saturdays between the hours of 8:00 a.m. and 5 p.m. for any period exceeding 15 consecutive minutes.
      (4)   There shall be a rebuttable presumption that the registered owner of the vehicle parked and standing in the 15-minute parking zone is the individual that caused the vehicle to be parked in the zone.
   (C)   Penalty.
      (1)   Any person violating any provision of this chapter for which no specific penalty is prescribed shall be subject to § 10.99 of this code.
      (2)   Any person, company or corporation violating any provisions of division (A) above shall be guilty of an infraction and, upon conviction, shall be fined in a sum of not less than $1 and not more than $100.
      (3)   (a)   A person found guilty of violating division (B) above shall be fined not less than $25 and not more than $100 for each offense. A separate offense shall be deemed committed for each additional 15-minute period for which the person parks and leaves the vehicle in such zone.
         (b)   Any vehicle which is parked in the 15-minute parking zone set out in division (B) above for a period exceeding one consecutive hour may be towed at the expense of the owner of the vehicle. The owner of such vehicle shall be notified of the location of the vehicle, in writing, within three business days of the date the vehicle is towed. The owner of the vehicle which is towed shall be responsible to pay the towing and/or storage fee directly to the towing company.
