(C) Penalty.
(1) Any person violating any provision of this chapter for which no specific penalty is prescribed shall be subject to § 10.99 of this code.
(2) Any persons, company or corporations violating division (A) above shall be guilty of an infraction and, upon conviction, shall be fined a sum of not more than $50 and not less than $10, plus court costs or the applicable fine imposed by Winchester City Court at that time.
